library/gsup: improve generic GSUP_PDU templates

* Fix tr_GSUP: 'ies' cannot be omitted, so use '?' (not '*')
* Add missing template restrictions ('value' / 'present')
* Move GSUP_PDU templates after GSUP_IE templates
