seccomp_profile: import

Import the current default seccomp profile from docker, commit from
current master branch. The next patch will re-enable the io_uring
syscalls in the profile.

seccomp_profile: enable io_uring

Revert 891241e7 ("seccomp: block io_uring_* syscalls in default
profile") from upstream:
