remsim: bankd: Install vsmartcard-vpcd

This is needed for test RemsimBankd_Tests.TC_createMapping_exchangeTPDU
to work. Add require_vsmartcard_vpcd.sh to give a meaningful error
message when running without --podman, if the user doesn't have it
installed.
