contrib/obs-mirror/obs-mirror-include: update

Update the daily backup/mirror configuration.

* Add Debian 13
* Add Raspbian 12 (not sure why it was not there yet)
* Add nightly/CentOS_7 (we build a few packages for it and we also have
  the mirror configured for latest)
* Remove CentOS 8 (dropped 1 year ago: https://osmocom.org/news/255)
* Remove Debian 10, Raspbian 10 (https://osmocom.org/news/308)
