Split SCCP_Adapter out of RAN_Adapter

RAN_Adapter has further features and goes up in the stack, while
sometimes getting an SCCP SAP is enough, eg. when doing stuf with
SIGTRAN on the Core Network (eg. TCAP).

TODO: Adapt cfg files of msc
