Revert "contrib: remove rpm spec file"

Bring back the rpm spec file, as osmo-pcap will soon depend on
libosmo-netif and we build osmo-pcap for centos7.

This reverts commit 6930cceab0d54778e1e93d7a6ea9a891092469c4.
