ta_control: Reset state during lchan deactivation

Otherwise next time the lchan is activated, its ta_ctrl.skip_block_num
will be different based on previous lchan state.

{bs,ms}_power_control: Add helper function to reset state

This way we can better document and identify places where the state is
reset.
