hnbgw: Set sccp_addr parameters during init

Those will be needed by other tests using UNITDATA primitives to send
RANAP ResetResourceAck.

hbngw: Store IuSigConid in ConnHdlr params

A follow-up patch will want to use the value to register it in order to
get RANAP ResetResource messages.
