5gc: skip TC_pdu_sess_modification for latest

Disable this test for latest as it crashes the SMF and results in the
testsuite job failing.

Rename testenv_osmo_{hlr|ggsn} to testenv_osmo

The "osmo_hlr" part of testenv_osmo_hlr.cfg looks weird (as it is
usually written as osmo-hlr or OsmoHLR), especially when used as
"-c osmo_hlr" to select the config. Use the shorter "osmo" instead.

hlr: skip more tests for PyHSS

Skip more tests that don't make sense for PyHSS, and add comments
explaining why these tests are skipped.
