ttcn3-bts: Allow running osmo-bts-trx with rt prio

osmo-ttcn3-hacks.git Change-Id I0251ed3ec0645617cf4e9bcc03e75c805bf1634c
adds "policy rr" to VTY config of osmo-bts-trx. Allow the process to set
it inside docker.
