OBS: build_binpkg: use signed-by in sources.list

Installing repo keys with "apt-key" has been deprecated and fails in
debian unstable. Replace it with the new method.

obs-mirror-include: update Ubuntu versions

Update the list to only include the Ubuntu versions we currently build
for, which are:

* 25.04
* 24.10
* 24.04 LTS
* 22.04 LTS
