pcap-server: Avoid pcap time-based rotation if wall clock went backwards

Keep writing to the last pcap created instead of creating a new pcap
with older timestamp if clock jumped backwards.

pcap-client: Split client-conn allocation to its own constructor function

Preparation patch towards follow-up changes. Also makes it easier to
spot whre this struct is allocated.

pcap-client: Alloc default client conn similarly to other ones

Allocate the 1st default conn the same way as the other ones.
The only real difference between the 1st one and the subsequent ones is
how is it represented in the VTY tree.
